I prefer mine over because under just eggs the cat on to come over and drag it all down to the floor in shreds :/

Over,, I remember a boyfriend of mine telling me why it was more sanitary but for the life of me I don't remember why.

If the roll actually gets replaced without someone yelling "HEY! bring me a roll of tp in here" and if that roll actually gets put on the dispenser (which doesnt happen often) its over. Its usually on the floor, or the towel shelf, or the back of the toilet. I noticed at work tonight that the roll was under, I was going to change it, but the key to the holder was up front at the registers. I will "fix" it tomorrow.

Over is the only way! I get all confused in the middle of the night if someone puts it on the wrong way, but am even worse if they forget to replace it! Nothing like fumbling around for toilet paper in the middle of the night while in a sleepy stupor! Very good, Highly Scientific, question!
